The NAIC Center for Insurance Policy and Research (CIPR) along with the Capital Markets Bureau (CMB) are collaborating on a research study aimed at discussing and clarifying topics surrounding infrastructure investments and determining the role of U.S. insurance companies as a source of infrastructure financing going forward. This study will focus on infrastructure investment as an asset class and the insurance industry's participation in the infrastructure market, including barriers and opportunities.

The Study was initiated with a Request for Information (RFI) in the Fall of 2019 to gather information and input from market participants on key topics such as the definition of infrastructure, the market size for infrastructure assets, the historical credit performance of infrastructure investments, and the treatment of infrastructure investments by state insurance regulators.  Informative and helpful comments have been received from interested parties. The Study is expected to be released in the Spring of 2020.
