As I am sure you already know, there is currently an active international discussion on the subject of group supervision in insurance. As a result of AIG and emerging international standards, countries all over the world are increasing their focus on group supervision. It is an element of Solvency II, and it is a key part of the equivalence discussion. It is being discussed at the IAIS by a number of groups.
