Data Call - Health AI/ML Survey

The Artificial Intelligence and Machine Learning (AI/ML) survey is intended to inform the work of the Big Data and Artificial Intelligence (H) Working Group in support of its charge to:  

  • Research the use of big data and artificial intelligence (AI) in the business of insurance and evaluate existing regulatory frameworks for overseeing and monitoring their use. Present findings and recommend next steps, if any, to the Innovation, Cybersecurity and Technology (H) Committee, which may include model governance for the use of big data and AI for the insurance industry.

The survey is being conducted under the examination authorities of 16 participating states (Colorado, Connecticut, Illinois, Iowa, Louisiana, Maryland, Minnesota, Nebraska, North Dakota, Oklahoma, Oregon, Pennsylvania, Vermont, Virginia, West Virginia and Wisconsin). The survey will be sent to companies writing Health insurance business in one or more of these 16 states, but the responses to the survey will be national in scope.

Any company licensed to write health insurance in one of the 16 participating states, has more than $250 million of earned health insurance premium for the specified lines of business on a countrywide basis in 2023, and/or a company that represents a significant portion of the market share in one or more of the specified lines of business for one of the 16 participating states will be required to complete the survey.

Health AI/ML Survey - Steps to Take

Step 1: Companies will receive an informational email with a company-specific survey link.

Each company will receive an email from the NAIC with a survey link unique to each company. The email will be sent to the primary company contact identified to receive it, who can then share the link. Anyone having access to the survey link may complete the survey. There is no user ID or password required to participate in the survey.

Step 2: Read the documents on this website to familiarize yourself with the survey and definitions needed to be understood to accurately complete the survey. 

  1. Read the "Survey Filing Guidance and Definitions" document for instructions and assistance.
  2. Read the "Frequently Asked Questions" resource to understand how to complete parts of the survey.
  3. Review the "2024 Health AI/ML Survey Questions" resource.

Step 3: Complete the Survey.

  1. The survey link allows multiple users to work on sections of the survey at the same time. It is important to assign sections of the survey to appropriate subject matter experts within the company to properly complete the survey. While the survey will capture all information entered, only the most recent entries will be retained. Any previously entered responses will be overwritten. Respondents should ONLY update responses in their assigned sections to avoid overwriting responses in unassigned sections.
  2. There is no formal submission button for the survey. Responses are automatically recorded once entered. Any person who has access to the company-specific survey link may continue to update responses to survey questions until the survey closes. At that time, responses will become final.
