NAIC Names 2025 Consumer Liaison Representatives

The National Association of Insurance Commissioners (NAIC) recently named 42 consumer liaison representatives for 2025. The 23 funded and 19 unfunded consumer representatives began their terms January 1. Twenty of the funded consumer representatives and 18 of the unfunded representatives participated in the program in 2024.

Established in 1992, the Consumer Participation Program promotes awareness of consumer-related issues through interaction with the NAIC's Members, the insurance industry, and interested parties. The opinions expressed by consumer representatives who are designated as Individual Consumer Advocates do not necessarily represent the views of their employer/organization.

“The NAIC consumer liaison program brings a wide range of important voices to the table as regulators develop policies and discuss issues facing the U.S. insurance market,” said NAIC President and North Dakota Insurance Commissioner Jon Godfread. “Insurance is a rapidly evolving industry, and having the perspectives of consumer representatives will further improve our work. I am looking forward to the continued active participation by the consumer representatives as we face the challenges 2025 will present.”

As part of our state-based system of insurance regulation in the United States, the National Association of Insurance Commissioners (NAIC) provides expertise, data, and analysis for insurance commissioners to effectively regulate the industry and protect consumers. The U.S. standard-setting organization is governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories. Through the NAIC, state insurance regulators establish standards and best practices, conduct peer reviews, and coordinate regulatory oversight. NAIC staff supports these efforts and represents the collective views of state regulators domestically and internationally.
