Quarterly Listing of Alien Insurers Approval Process

Step 1: Insurer Reviews Eligibility Requirements
Before applying, ensure you meet the core requirements: Non-U.S. insurer status, $50 million equity, comprehensive business plan, and high-quality asset portfolio. Eligibility requirements can be found in the Plan of Operation.
Step 2: NAIC Staff Completes Review of Application
The IID is comprised of experienced financial analysts that review applications and renewal filing documents, prepare written analyses, and provide support to NAIC surplus lines committees and working groups.
Step 3: NAIC Internal Committee Reviews Application
The Internal Review Committee consists of NAIC directors, managers, attorneys, and analysts. The Internal Committee reviews IID analyses and provides a report of recommendation to the Working Group.
Step 4: Surplus Lines (C) Working Group Reviews Application
The Working Group provides oversight to the IID and reports to the Surplus Lines (C) Task Force under the Property & Casualty Insurance (C) Committee. Comprised of state regulators experienced in financial analysis and surplus lines regulation, it provides guidance on applications, renewals, and regulatory policy with respect to insurers on the Quarterly Listing.
Step 5: Approval of Application is Considered
The Surplus Lines (C) Working Group will vote on inclusion of each application to the Quarterly Listing of Alien Insurers during their quarterly meetings.
