Submitting Filings Made Simple

SERFF is the most cost-effective and efficient way to submit rates and forms filings to the states and jurisdictions. All you need is an internet browser and a PDF tool—no licensing fees required.

License Agreements & Forms

Contact our Marketing Team to initiate the license process and gain access to the Electronic SERFF License Agreement. Insurance Companies must "click" to accept the terms of the agreement. The agreement wording can be reviewed and printed for your records. To start the licensing process, complete the applicable electronic forms located below and send to serffmktg@naic.org.

Required Questions for New Licensees

In addition to the implementation paperwork, new licensees will need to answer the following questions

While SERFF does not have a licensing fee, there is a per-filing transaction fee. Paying for SERFF transactions is quick and easy! Transaction fees can now be paid via Electronic Funds Transfer or via credit card at the time of submission.

We require that new licensees attend either the NAIC Training class or the SERFF tutorial (available on-demand). Learn more about the training and upcoming tutorial dates below. Please let us know which one you will attend. We cannot implement a new licensee until the licensee attends the training or tutorial.

Companies have the option to use EFT for payment of state filing fees. Many states and jurisdictions have mandated that state filing fees must be paid via SERFF EFT. This means, if you do business in these states and pay a filing fee, you will be required to license to use EFT via SERFF to pay your state filing fees.

You can also review the user manual and tutorials under the Help menu from your profile icon within the SERFF application.

Three-Day Hands-On Training

SERFF and NAIC Education & Training are bringing live, online SERFF training straight to you. Led by experienced NAIC staff with over 13 years of expertise, this instructor-led course is tailored for industry professionals responsible for submitting electronic filings through the SERFF system. The interactive, hands-on format will help you master the SERFF application and filing process with confidence. Multiple sessions are available.
