Kevin Patrick Beagan assumed the duties of Commissioner of the Massachusetts Division of Insurance on June 10, 2024.
Acting Commissioner Beagan most recently served as the Division’s Deputy Commissioner of the Health Care Access Bureau, where he oversaw the Bureau of Managed Care and Consumer Services Unit. In this role, he also worked to regulate the markets for insured health plans, including the products and rates offered, as well as access to coverage and benefits within those markets. Prior to that, he served the Division as Director of the Bureau of Managed Care and Director of the Health Unit, State Rating Bureau. He previously held senior analyst positions at the Massachusetts State Budget Bureau and Kaiser Foundation Health Plan.
During his extensive career, Acting Commissioner Beagan received the Manuel Carvalho Award for Excellence in Public Service in 2001 and 2008.
Acting Commissioner Beagan earned a master of public policy (MPP) and a master of public health (MPH) from the University of California, Berkley, and a bachelor’s degree in economics and international relations from Brown University (Providence, RI).
