Erin K. Hunter was appointed as West Virginia’s Insurance Commissioner by Gov. Patrick Morrisey on June 11, 2026, effective July 1, 2026.

The West Virginia Offices of the Insurance Commissioner (OIC) is responsible for licensing and examining the financial solvency and market conduct of insurance companies and other regulated entities, including insurance adjusters, producers, bail bondsmen, third-party administrators (TPAs), and pharmacy benefit managers (PBMs). The OIC is also the chief regulator of the workers’ compensation system in West Virginia.

Commissioner Hunter is responsible for regulating the insurance market and workers’ compensation laws of West Virginia. She believes it is the agency’s mission to promote a robust, competitive, and stable insurance market in West Virginia by fairly and consistently applying state law to regulated entities, protecting and educating consumers, and overseeing insurers’ legal and financial solvency.

Commissioner Hunter most recently served as Associate General Counsel for The Health Plan, a multistate health maintenance organization (HMO) domiciled in West Virginia. Prior to joining the private sector in late 2025, Commissioner Hunter served as Deputy Commissioner and General Counsel for the West Virginia OIC for several years and served a brief term as Acting Insurance Commissioner in 2019. Prior to her promotion to General Counsel for the OIC in 2018, Commissioner Hunter was a regulatory attorney in the agency’s legal department.

Commissioner Hunter has earned several professional insurance designations from AHIP and The Institutes. She previously served as counsel to the West Virginia Permanent Total Disability Review Board and Workers’ Compensation Industrial Council. She also has been a multiyear presenter on insurance law for the West Virginia University College of Law’s continuing education program.

Commissioner Hunter earned a Juris Doctor (J.D.) from the West Virginia University College of Law and a bachelor’s degree in political science and English literature from West Virginia University.
