LIFE INSURANCE AND ANNUITIES (A) COMMITTEE

The mission of the Life Insurance and Annuities (A) Committee is to: 1) consider issues relating to life insurance and annuities; and 2) review new life insurance products.

Ongoing Support of NAIC Programs, Products, or Services

1.    The Life Insurance and Annuities (A) Committee will:

      A.   Monitor the activities of the Life Actuarial (A) Task Force.

2.    The Annuity Suitability (A) Working Group will:

      A.   Consider how to promote greater uniformity in the adoption of the Suitability in Annuity Transactions Model Regulation                   (#275) across NAIC member jurisdictions.

3.   The Annuity Buyer’s Guide (A) Working Group will:

      A.    Review and revise the NAIC Buyer’s Guides for Deferred Annuities in light of changes in the marketplace.

4.    The Life Insurance and Annuities Illustrations (A) Working Group will:

      A.  Evaluate concepts for improving life insurance and annuity illustrations and disclosures, and consider revisions to relevant              NAIC models or develop other guidance where feasible and appropriate.

This pupose of this call is to hear two presentations from NAIC Consumer Representative Dick Weber (Life Insurance Consumer Advocacy Center—LICAC) 

Presentation 1:

IUL and Premium Financing: It’s Not Free Life Insurance--Dick Weber (LICAC) 

Description:The intention of this presentation is to advise regulators attending the meeting on the unique issues raised by the plans and life insurance components, and to review two of the most egregious IUL sales examples we have seen. 

Presentation 2:

Unclaimed Life Insurance Benefit Recovery should be expanded nationally to overcome the Degradation of the Death Master File (DMF)--Dick Weber (LICAC) 

Description:  Approximately half the states have adopted statutory frameworks based on the National Council of Insurance Legislators (NCOIL) Model Unclaimed Life Insurance Benefits Act.  But state-by-state variations of those adopting the framework have produced materially different compliance obligations and consumer outcomes.  And, a number of states have yet to take specific action.  At the same time, the Social Security Administration’s Death Master File (DMF)—a tool central to many statutes—has degraded materially over time and is no longer an effective or appropriate mechanism for establishing statutory “knowledge of death.”
