What is the NAIC Catastrophe Risk Resilience Center of Excellence? 

The NAIC Catastrophe Risk Resilience Center of Excellence (COE) is a specialized team within the Technical & Advisory Services Department, focused on advancing catastrophe resilience in the context of insurance across all phases from preparedness through recovery. The Catastrophe Risk Resilience COE provides educational materials, tools, and direct support on natural catastrophe resilience initiatives for Departments of Insurance.​​ For questions or support, we encourage you to connect with our dedicated team members. 

The NAIC Catastrophe Risk Resilience Center of Excellence (COE) and other NAIC units support building and implementing mitigation programs managed and administered by State Departments of Insurance nationwide. The map shown below will be regularly updated to reflect new and evolving programs, and viewers are encouraged to contact the NAIC team for additional information or clarification.  

Map Key Definitions:  

Legislation & Regulation Support: The NAIC helps DOIs understand and assess mitigation program elements needed to develop effective mitigation grant policies who are engaged with the NAIC Catastrophe Risk Resilience Center of Excellence (COE). 

Established & Monitoring: Mitigation programs that have been implemented and are in the process of accepting, or have previously accepted, grant applications. 

Program Design Support: The NAIC assists DOIs with designing a mitigation grant program which includes key elements that contribute to a successful and sustainable program. 

Program Implementation Support: The NAIC provide guidance and recommendations for implementing a mitigation grant program.  

Paused by legislature or Commissioner: These programs have been temporarily suspended through legislative action or by a Department of Insurance Commissioner for a variety of policy, funding, or administrative reasons.

  • These listings do not represent all mitigation programs offered by each state. They include only those programs that are administered and managed by State Departments of Insurance, who are engaged with the NAIC Catastrophe Risk Resilience Center of Excellence (COE).
  • It is understood by the NAIC Catastrophe Risk Resilience COE that there are other types of mitigation programs administered by different State Departments such as programs supported by a FAIR Plan. These programs are not identified on this map.

What is a Mitigation Grant Program?  

A mitigation grant program is a dedicated initiative developed by a State Department of Insurance to support resilience efforts and promote more affordable risk reduction solutions for property owners. These programs provide financial incentives to encourage property owners to undertake retrofits and improvements that reduce vulnerability to region-specific hazards, ultimately strengthening community resilience and reducing overall property risk.

  • How are mitigation grant programs typically implemented?

    • The NAIC collaborated with the Institute for Disaster Resilient Texas (IDRT) at Texas A&M University at Galveston on the Market Incentives Study – Resilient Structures Final Report, prepared for the Texas Department of Insurance.   • Severe Weather Mitigation & Resiliency Advisory Council - final report:
