2025 Proposed Charges

The Mutual Recognition of Jurisdictions (E) Working Group will:

Oversee the process for evaluating jurisdictions, and maintain a listing of jurisdictions that meet the NAIC requirements for recognizing and accepting the NAIC GCC.
Maintain the NAIC List of Qualified Jurisdictions and the NAIC List of Reciprocal Jurisdictions in accordance with the Process for Evaluating Qualified and Reciprocal Jurisdictions.

2024 Adopted Charges

The Mutual Recognition of Jurisdictions (E) Working Group will:

Oversee the process for evaluating jurisdictions and maintain a listing of jurisdictions that meet the NAIC requirements for recognizing and accepting the NAIC GCC.
Maintain the NAIC List of Qualified Jurisdictions and the NAIC List of Reciprocal Jurisdictions in accordance with the Process for Evaluating Qualified and Reciprocal Jurisdictions.

On its Oct. 24 regulator-only meeting, the Working Group recommended the Canada Office of the Superintendent of Financial Institutions (OSFI) for approval as Jurisdiction that Recognizes and Accepts the U.S. Group Capital Calculation and exposed the Summary of Findings and Determination for a 30-day comment period, ending on Monday, Nov. 25.

On December 16, 2021, the NAIC Executive (EX) Committee and Plenary adopted the Process for Evaluating Jurisdictions that Recognize and Accept the Group Capital Calculation.

Process for Evaluating Qualified and Reciprocal Jurisdictions

On August 17, 2021, the NAIC Executive (EX) Committee and Plenary adopted revisions to the Process for Evaluating Qualified and Reciprocal Jurisdictions to incorporate provisions for terminating the status of a qualified jurisdiction or reciprocal jurisdiction and create a passporting process for reciprocal jurisdictions.

On December 16, 2021, the NAIC Executive (EX) Committee and Plenary adopted the ReFAWG Review Process for Passporting Certified and Reciprocal Jurisdiction Reinsurers to clarify the passporting processes for both certified reinsurers and reciprocal jurisdiction reinsurers.
